California HOA board meetings: find the agenda and decision record
Start by identifying the kind of meeting: a board meeting, member meeting, committee gathering or executive session. Save the notice and agenda as distributed and compare them with the decision you want to understand. Ask where minutes and future meeting information are made available. The absence of a document on a public website does not establish that no notice or meeting occurred.
California association owners; community type and governing documents require confirmation. Evidence reviewed: 2026-10-18. Official code snapshot: 2026-10-12.
What the California sources address
Section 4920 sets a general four-day board-meeting notice rule and a two-day rule for a nonemergency meeting held solely in executive session. It has an emergency exception and addresses longer governing-document requirements. The notice includes an agenda.
Section 4950 concerns available minutes, clearly marked draft minutes or a summary for non-executive board meetings within 30 days. It does not require disclosure of confidential executive-session discussion. Section 4930 addresses action on agenda items and specified exceptions.
Example: for an unexplained repair decision, ask which meeting and agenda item addressed it and request the available minutes or summary. Distinguish a proposed contract from the vote approving it.
Prepare your next step
- Create a timeline of notice, meeting, vote and communication of the result.
- Ask for the relevant agenda item and approved minutes, distinguishing draft notes from adopted records.
- Prepare concise questions about a specific decision and ask how owners can submit questions or comment.
- Respect privacy limitations; do not assume you can obtain confidential executive-session discussion.
