California owner preparation — October 2026

Official signing, insurance and wildfire-recovery announcements, with practical document checklists and the November public election date.

What should your HOA collect before discussing reserves?

The Governor's September 29 housing announcement lists AB 2050 as signed legislation concerning common-interest-development reserve accounts. A signing announcement alone does not establish what your association must fund today. Before discussing a proposed contribution, collect the current reserve study, funding forecast and proposed budget. Ask the board to identify the controlling enacted provisions and their operative dates before applying a change to your community.

Why it matters: Your reserve-study assumptions and the board's proposed contributions need to be read together; a headline cannot determine your assessment.

Does an insurer's filing mean your condo is covered?

In its September 18 alert, California's Department of Insurance described State Farm and Allstate filings to resume residential business. The alert said the companies were not open for new business yet and that filings remained subject to review. That describes the announcement's date, not current availability. For a condo, distinguish your personal policy from the association's master policy and ask a licensed agent about actual written offers for your situation.

Why it matters: A reopening headline is not a quote, binder or replacement for your renewal deadline. Personal and association coverage may differ.

Which documents help you ask about wildfire recovery?

The Governor's September 15 announcement described a wildfire-recovery legislative package focused on affected survivors, including the Eaton and Palisades communities. An announcement does not decide whether your property qualifies for a benefit, accommodation or permit. If those fires affected your home, separate your insurance decision, loan statement and repair scope before asking the relevant insurer, servicer or local building department which program and conditions apply.

Why it matters: Recovery programs can involve different decision-makers and eligibility conditions. Keeping each written response helps you follow up on the right issue.

Which public election date should you check now?

Los Angeles County's official calendar identifies November 3, 2026 as the general election. This is a public election, separate from any HOA or condominium election. Check the county elections office's current instructions for your registration and voting situation, including location and hours, before making a trip. This briefing does not determine eligibility or replace individual instructions from election officials.

Why it matters: Using the public elections office's current instructions can help you avoid confusing a government voting process with your association's ballot.
